The sale and rental of international SIM cards and global calling cards from foreign operators offer Indian mobile consumers a cost-effective alternative for using mobile services abroad, avoiding the high roaming charges typically associated with Indian telecom service providers.

Currently, prepaid international calling cards are available in over 185 countries worldwide. In India, providers of these services must obtain a “No Objection Certificate” (NOC) from the Department of Telecommunications (DoT). To date, the DoT has issued NOCs to 21 companies for the sale or rental of international roaming SIM cards and global calling cards from foreign operators.

These services are particularly beneficial for individuals traveling abroad for short periods, as using a global or country-specific SIM card is often more economical than utilizing the international roaming services offered by licensed Indian telecom service providers.

In line with ongoing telecom sector reforms, the DoT has introduced revised terms and conditions for the issuance and renewal of NOCs for the sale and rental of these international roaming SIM cards and global calling cards. These revisions follow the Suo-motu Recommendations of TRAI and aim to enhance the protection of Indian consumers traveling overseas while streamlining procedures to align with other licenses and registrations.
